Sotto Sniffs Out Secret ‘Smaller Bicam’ Behind Budget Blow-Up!

Manila, Philippines - Senator Vicente “Tito” Sotto III is on a mission to expose a possible secret group he calls the “smaller bicam” that may have tampered with the 2025 national budget after it came out of the bicameral conference committee.


The veteran lawmaker is not letting alleged Senate budget insertions slide and says every peso must be scrutinized.


“You always start from one small step. You cannot reach P100 if you don’t check the P1. It’s that simple,” Sotto told reporters.


Sotto’s warning comes after Senator Escudero questioned why the public is focused on the alleged P142-billion budget insertion instead of the bigger P600-billion total amendments. Escudero claims the P142-billion issue is just part of a demolition job against him.


But Sotto isn’t backing down. He wants answers on how the Department of Public Works and Highways (DPWH) saw its budget balloon from P900 billion under the National Expenditure Program to over P1 trillion in the bicameral version approved by the 19th Congress.


Meanwhile, allocations for the Department of Education (DepEd) and the Philippine Health Insurance Corporation (PhilHealth) were reportedly slashed, leaving Sotto furious.


“We have to investigate, we have to find out why, what happened, and who did it, who’s behind it,” he declared.


The hunt is on—and Sotto is not stopping until every peso is accounted for!
