New York Deputy Consul General Adrian Cruz appointed Deputy Chief of Mission in Laos

NEW YORK - Adrian Cruz, currently serving as Deputy Consul General at the Philippine Consulate General in New York, has been reassigned to the Philippine Embassy in Vientiane, where he will take on the dual role of Deputy Chief of Mission and Consul General.


The reassignment marks a significant step in his diplomatic career. In his new post, he will serve as the second-ranking official at the embassy while overseeing consular operations for Filipinos in Laos.


The move comes after months of internal planning within the Department of Foreign Affairs (Philippines). Cruz and his family are expected to relocate to Vientiane by mid-June.


As Deputy Chief of Mission, Cruz will assist the Philippine ambassador in managing the embassy’s overall operations, including political, economic, and cultural engagements, as well as coordination with Lao government counterparts. His concurrent role as Consul General will place him in charge of delivering consular services and ensuring the welfare of Filipino nationals in Laos.


During his tenure in New York, Cruz played a key role in advancing consulate programs and strengthening engagement with the Filipino American community across the northeastern United States.


His reassignment underscores the Department of Foreign Affairs’ ongoing efforts to strengthen the Philippines’ diplomatic presence in Southeast Asia while deploying experienced diplomats to strategic posts abroad. His appointment is widely seen as both a promotion and recognition of his service, placing him in a leadership role at one of the country’s key diplomatic missions in the region.


Cruz is a seasoned career diplomat with more than three decades of experience in foreign service, public diplomacy, and international policy. Prior to his New York posting, he served as Director for Northern and Western Europe at the Department of Foreign Affairs, where he handled policy direction and diplomatic engagement with key European partners.


He previously served as Deputy Chief of Mission and Consul General at the Philippine Embassy in Spain from 2020 to 2022, and as Director for Russia and Eastern Europe from 2017 to 2020.


His earlier assignments include serving as Career Minister and Consul at the Philippine Embassy in Germany, Director for Visas and APEC Business Travel Card matters at the Office of Consular Affairs, and Second Secretary and Consul at the Philippine Embassy in the Netherlands.


Cruz began his government career at the National Security Council Secretariat, where he developed expertise in policy analysis and national security.


With extensive postings across Europe, the Middle East, and North America, Cruz brings a wealth of diplomatic experience to his new role in Laos.
