Three Filipino-Americans Remain on FBI's Wanted List in Multimillion-Dollar Fraud Schemes

A Filipino-American convicted in a massive $34 million fraud scheme is now being hunted by the FBI after allegedly disappearing during a court-approved trip to the Philippines.
Federal authorities say Michael Lizaso Marasigan, 48, a dual U.S.-Philippine citizen, failed to return to Guam after being allowed to travel overseas while awaiting further court proceedings.
The FBI has placed Marasigan on its fugitive list and is seeking information on his whereabouts.
According to prosecutors, Marasigan was part of a multimillion-dollar scheme that preyed on patrons of Guam Shrine Club's Hafa Adai Bingo operation. Investigators said players were led to believe their money would help transport sick children from Guam to Hawaii for medical treatment.
Instead, authorities allege, the operation became a fraud machine that generated approximately $34 million.
A federal arrest warrant was issued on June 25, 2025, after Marasigan allegedly violated the conditions of his release by failing to return from the Philippines.
The FBI says Marasigan remains at large.
Meanwhile, another Filipino-American couple remains among the FBI's most elusive fugitives.
John and Julieanne Dimitrion, Hawaii mortgage brokers who vanished in 2010 just days before sentencing, are still being sought more than 15 years later.
Federal prosecutors accused the husband-and-wife team of stealing more than $1 million from struggling homeowners during the housing crisis through their company, Mortgage Alliance.
Victims were allegedly promised help avoiding foreclosure and rebuilding their finances. Instead, prosecutors said, the couple pocketed the money and used it to bankroll a lavish lifestyle filled with luxury cars, designer clothing, jewelry and expensive gadgets.
Their sudden disappearance sparked a nationwide manhunt and landed them on CNBC's "American Greed: The Fugitives."
Despite tips from around the world, authorities have never found them.
The FBI is urging anyone with information on Marasigan or the Dimitrions to contact law enforcement immediately.
