Tess Lazaro Appointed DFA Chief as Manalo Takes UN Post; Bersamin Announces Major Cabinet Shake-Up

Department of Foreign Affairs (DFA) Undersecretary Tess Lazaro has been named the new Secretary of Foreign Affairs, replacing Enrique Manalo, who has been designated as the next Philippine Permanent Representative to the United Nations. Manalo will succeed Ambassador Antonio Lagdameo, who is set to retire on August 1, 2025.


Executive Secretary Lucas Bersamin revealed the latest Cabinet appointments on Friday during a press briefing held at Malacañang. The reorganization follows President Ferdinand “Bongbong” Marcos Jr.’s directive instructing Cabinet members to tender their courtesy resignations, opening the way for a broader executive realignment.


Among the other notable changes, Energy Secretary Raphael Lotilla has been tapped to lead the Department of Environment and Natural Resources (DENR), taking over from Secretary Ma. Antonia Yulo Loyzaga. In the interim, former congresswoman Sharon Garin will assume the role of officer-in-charge at the Department of Energy (DOE).


In addition, Secretary Jose Acuzar of the Department of Human Settlements and Urban Development (DHSUD) has been appointed as the new Presidential Adviser for Pasig River Development.


The leadership changes underscore the administration's push to reinforce its executive team and optimize the performance of key government agencies.
