
NBI to File More Charges Against Ex-Bamban Mayor Alice Guo, 35 Others Over Tax Evasion, Illegal Land Conversion

The National Bureau of Investigation (NBI) is set to file additional charges against former Bamban, Tarlac Mayor Alice Guo and 35 other individuals for their alleged involvement in tax evasion and illegal land conversion schemes.
NBI Director Jaime Santiago announced Thursday that both incumbent and former officials of Bamban, Tarlac will be included in the complaint to be filed before the Office of the Ombudsman.
According to Santiago, Guo and her co-accused allegedly paid only ₱10,000 for the illegal conversion of a Philippine Offshore Gaming Operators (POGO) property in the municipality—despite the land’s appraised value reaching ₱3.9 billion.
As a result, the agency will pursue multiple charges, including violations of the Anti-Graft and Corrupt Practices Act, possession of prohibited interest by a public officer under the Revised Penal Code, as well as administrative offenses such as gross misconduct, serious dishonesty, and conduct prejudicial to the best interest of the service.
