Marcos Accepts Resignations of Bersamin, Pangandaman; Recto, Go Step In

President Ferdinand R. Marcos Jr. has formally accepted the resignations of Executive Secretary Lucas Bersamin and Budget Secretary Amenah Pangandaman, Malacañang announced on Monday.


Presidential Communications Office (PCO) Undersecretary and Palace Press Officer Claire Castro said both officials tendered their resignations “out of delicadeza,” after their departments were mentioned in allegations related to the flood control anomaly currently under investigation.


Castro said Finance Secretary Ralph Recto has been appointed as the new Executive Secretary, while Special Assistant to the President for Investment and Economic Affairs Frederick Go will take over Recto’s former post.


“Secretary Recto’s long record in economic policymaking, fiscal legislation, and national planning positions him well to oversee the day-to-day operations of government and coordinate the implementation of high-impact programs,” Castro said.


On Go’s appointment, she noted his pivotal role in boosting investor confidence and aligning economic initiatives across key agencies. “He will now oversee the country’s fiscal direction and the implementation of the administration’s economic agenda,” Castro added.


Meanwhile, DBM Undersecretary Rolando Toledo, who heads the Budget Preparation and Execution Group, has been designated Officer in Charge of the DBM. Castro highlighted Toledo’s “extensive technical expertise” in budgeting and fiscal transparency, saying his leadership will ensure uninterrupted operations, including the preparation of next year’s national budget and ongoing recovery efforts in disaster-hit regions.


President Marcos expressed appreciation to Bersamin and Pangandaman for their “exemplary leadership,” citing Bersamin’s “legal wisdom and calm stewardship” and Pangandaman’s role in strengthening fiscal management and ensuring timely passage of national budgets.


Castro emphasized that the Cabinet changes reaffirm the President’s commitment to strengthening institutions, improving government coordination, and maintaining stability for Filipino families.


“The Office of the President assures the public that all agencies will continue to operate without interruption and with the same commitment to effective governance and public service,” she said.
