
ICI Seeks Immigration Lookout Bulletin Order Against Lawmakers, Officials Linked to Flood Control Anomalies

The Independent Commission for Infrastructure (ICI) has formally requested the Department of Justice (DOJ) to issue an Immigration Lookout Bulletin Order (ILBO) against several high-profile lawmakers, local officials, and public works personnel allegedly involved in ghost projects and substandard flood control programs.
In its letter to the DOJ, the ICI identified the following individuals as “subjects” of its ongoing investigation:

According to the ICI, preliminary findings conducted in coordination with other government agencies identified these individuals as key personalities in the misuse of infrastructure funds, particularly in projects under the Department of Public Works and Highways (DPWH).
The alleged irregularities involve ghost flood control projects and substandard implementation, which may have led to billions of pesos in public losses while failing to address the country’s worsening flooding crisis.
“The timely issuance of an ILBO is of utmost necessity to enable the Commission to proceed without delay and to hold those liable accountable to the Filipino people,” the ICI stressed in its request.
The commission also urged the Bureau of Immigration to immediately notify both the ICI and other law enforcement agencies of any attempt by the named individuals to leave the country while the investigation is ongoing.
