
ICC Names Judge Luz del Carmen Ibáñez Carranza as Presiding Judge in Duterte Jurisdiction Appeal

The International Criminal Court (ICC) has appointed Judge Luz del Carmen Ibáñez Carranza as Presiding Judge in the appeal filed by former Philippine President Rodrigo Roa Duterte, who is challenging the Court’s jurisdiction over alleged crimes committed during his administration’s anti-drug campaign.
According to the ICC’s Appeals Chamber, the designation was made in connection with Duterte’s appeal against the Pre-Trial Chamber I’s decision dated 23 October 2025, titled “Decision on the Defence Challenge to the Jurisdiction of the Court” (ICC-01/21-01/25-309).
The order, issued pursuant to Regulation 13(1) of the Regulations of the Court, formally names Judge Ibáñez Carranza as the Presiding Judge for the proceedings.
Judge Ibáñez Carranza, a Peruvian national, has served as a judge of the ICC since 2018 and is known for her extensive background in international criminal law and human rights. She previously served as First Vice-President of the ICCfrom 2018 to 2021.
The appeal forms part of Duterte’s ongoing challenge to the ICC’s jurisdiction over the alleged crimes against humanity linked to the so-called “war on drugs,” which reportedly led to thousands of deaths in the Philippines.
The ICC’s investigation focuses on alleged extrajudicial killings committed between 1 July 2016 and 16 March 2019, the period during which the Philippines was a State Party to the Rome Statute before its withdrawal took effect.
