Filipino Deported After Manslaughter Conviction in Navy Sailor’s Death

A Filipino green-card holder who spent more than two decades in the United States has been deported to the Philippines after a manslaughter conviction tied to the deadly shooting of a 21-year-old U.S. Navy sailor who stopped on a San Diego freeway to help what he thought were stranded motorists.

The U.S. Department of Homeland Security said Harvey Elias Liberato was removed to the Philippines on August 18, 2026, following a final deportation order issued by an immigration judge on July 2.

DHS identified Liberato as a member of the Asian Boys gang and said his criminal history in California included convictions for voluntary manslaughter, aggravated assault with a firearm and possession of a controlled substance.

Liberato had been admitted to the United States as a lawful permanent resident in April 2004, allowing him to legally live in the country for more than 22 years.
