DOJ Moves to Cancel Harry Roque’s Passports, Seeks Interpol Red Notice Amid Human Trafficking Charges

The Department of Justice (DOJ) has filed a motion to cancel all passports held by former presidential spokesperson Atty. Harry Roque, who is currently seeking asylum in the Netherlands. The move comes as Roque faces serious charges of qualified human trafficking allegedly connected to Philippine Offshore Gaming Operator (POGO) activities.


Justice Secretary Jesus Crispin Remulla confirmed the development, saying the cancellation of Roque’s passports is intended to restrict his ability to flee further and ensure he is held accountable for his alleged involvement in illegal activities.


The DOJ's motion follows a recent warrant of arrest issued by the Angeles City Regional Trial Court against Roque. Authorities link him to the operations of Lucky South 99, a POGO hub based in Porac, Pampanga, which was earlier raided for alleged human trafficking and other criminal violations.


In a parallel effort, the Criminal Investigation and Detection Group (CIDG) has officially requested the International Criminal Police Organization (Interpol) to issue a red notice against Roque. This was confirmed by CIDG Director Major General Nicolas Torre III. A red notice would alert law enforcement agencies around the world to locate and provisionally arrest Roque pending extradition or similar legal action.


Prior to this, the CIDG dispatched a tracker team to pursue Cassandra Ong and 48 others believed to be involved in the illegal operations of Lucky South 99. Authorities believe Roque played a key legal and administrative role in facilitating the scheme.

Roque, who previously served as a human rights lawyer and later as presidential spokesperson, is now facing mounting legal trouble. His decision to seek asylum abroad is being viewed by government officials as an indication of evasion rather than legitimate refuge.


The DOJ and CIDG have reiterated their commitment to pursuing accountability and justice, especially in cases involving human trafficking, which remains a serious offense under Philippine law.


As of this report, Roque remains in the Netherlands, and further developments are expected as Philippine authorities coordinate with international counterparts.
