
Court Issues Arrest Warrant Against Harry Roque and Cassandra Li Ong Over POGO-Linked Human Trafficking Case

The Angeles City Regional Trial Court Branch 118 has issued arrest warrants against former presidential spokesperson Atty. Harry Roque and Cassandra Li Ong in connection with charges of qualified human trafficking. The charges stem from the raid of a Philippine Offshore Gaming Operator (POGO) hub in Porac, Pampanga, which authorities say was operating as a scam farm exploiting trafficking victims as forced laborers.
The Department of Justice filed charges of both qualified and regular human trafficking against Roque, implicating him not only as legal counsel of Whirlwind Corporation—the company that leased the land to Lucky South 99—but also as an alleged representative of the POGO operation itself.
Roque reportedly left the Philippines in September 2024 following a contempt citation by the House Quad Committee after his repeated failure to attend congressional hearings on alleged criminal activities linked to POGO operations. He is currently in The Hague, Netherlands, where he is seeking asylum.
Also named in the arrest warrant is Cassandra Li Ong, identified as a representative of Lucky South 99, along with ten other individuals allegedly involved in the illegal POGO operation.
Authorities continue to pursue legal action as investigations into the broader network of trafficking and cyber scam operations tied to POGOs intensify.
