US issues security alert after deadly clashes in Leyte, Samar, Negros, Mindoro

The U.S. Embassy in Manila has issued a security alert advising American citizens to exercise extreme caution following intensified military operations by the Armed Forces of the Philippines against the New People’s Army in several parts of the country.
The advisory covers rural and mountainous areas in Leyte, Mindoro, Negros, and Samar, where recent clashes between government troops and NPA fighters have turned deadly.
The embassy said U.S. citizens have been present in areas of active operations, raising concerns for their safety. It cited an April 19, 2026 armed encounter that resulted in the deaths of two American nationals.
Both the United States and Philippine governments designate the NPA as a foreign terrorist organization. Authorities warned that anyone found in proximity to NPA elements faces serious risks, including arrest, injury, or even death. The embassy also noted that such groups may attempt to recruit foreigners or solicit financial support.
Americans in the Philippines are urged to avoid any association with insurgent or terrorist groups and to immediately leave areas where armed individuals not affiliated with police or military are present.
The embassy also cautioned that some nongovernmental organizations may have links to insurgent groups. U.S. citizens intending to engage in humanitarian work are advised to coordinate only with organizations registered under the Philippine National Volunteer Service Coordinating Agency and to work closely with local government units for guidance and security updates.
To enhance safety, the embassy encouraged U.S. nationals to enroll in the Smart Traveler Enrollment Program (STEP), which provides real-time alerts and helps authorities locate individuals during emergencies.
The U.S. Embassy in Manila said it remains available to provide assistance to American citizens amid the ongoing security situation.
