
Senators face Immigration Lookout Bulletin Order request in flood control investigation

The Independent Commission for Infrastructure (ICI) has moved to place three incumbent senators and two former senators under an Immigration Lookout Bulletin Order (ILBO) as part of its sweeping investigation into alleged anomalies in flood control projects.
The senators named are:
Francis “Chiz” Escudero (incumbent)
Jinggoy Ejercito Estrada (incumbent)
Joel Villanueva (incumbent)
Ramon “Bong” Revilla Jr. (former senator)
Nancy Binay (former senator)
According to the ICI, these lawmakers are considered “key personalities” in its fact-finding process, which focuses on ghost projects and substandard flood control works allegedly implemented under the Department of Public Works and Highways (DPWH).
The Commission stressed that issuing an ILBO is urgent to prevent potential flight risks and to ensure accountability. It also asked the Bureau of Immigration to immediately alert authorities should any of the senators attempt to leave the country.
The investigation has cast a spotlight on infrastructure funds believed to have cost taxpayers billions of pesos while failing to resolve the country’s worsening flooding problem.
