Philippine Citizen Pleads Guilty to Illegally Voting in 2024 U.S. Election

A 37-year-old Philippine citizen lawfully residing in the United States has pleaded guilty to illegally voting in Pennsylvania during the 2024 general election, federal prosecutors announced.

Evelyn Miller, of Emmaus, Pennsylvania, entered her guilty plea on September 16, 2026, before U.S. Magistrate Judge Scott M. Reid, according to the U.S. Attorney’s Office for the Eastern District of Pennsylvania.

Federal prosecutors said Miller was not a U.S. citizen when she voted in the 2024 general election. Under federal and Pennsylvania law, non-U.S. citizens are prohibited from voting in federal elections, and Pennsylvania requires voters to be U.S. citizens.

“We intend to prosecute anyone who corrupts our democracy by illegally voting in its elections,” U.S. Attorney David Metcalf said in announcing the guilty plea.

Miller is scheduled to be sentenced on December 16, 2026.

She faces a maximum possible penalty of one year in prison, one year of supervised release, a $100,000 fine, and a $25 special assessment. The maximum statutory penalty does not necessarily indicate the sentence the court will ultimately impose.

The case was investigated by Homeland Security Investigations and the FBI, according to federal prosecutors.
