House Committee on Justice Declares Impeachment Complaint vs. President Marcos Sufficient in Form

The House Committee on Justice on Monday declared sufficient in form the impeachment complaint filed against President Ferdinand Marcos Jr., following a decisive vote by committee members.


By a vote of 46–1–1, the panel ruled that the impeachment complaint lodged by lawyer Andre de Jesus met the procedural requirements set under the Constitution and House rules.


The determination of sufficiency in form means that the complaint complied with technical and legal standards, including proper verification and filing. The ruling does not yet address the merits of the allegations, which will be taken up in the next phase of the proceedings.


Under House rules, the committee will next evaluate whether the complaint is sufficient in substance, a critical step that will determine whether the impeachment process moves forward or is dismissed outright.


The impeachment complaint is the first filed against President Marcos since he assumed office in 2022, making the proceedings a significant development in the current Congress.


Lawmakers emphasized that the committee’s role at this stage is procedural, noting that a finding of sufficiency in form does not imply guilt or wrongdoing on the part of the President.


Further hearings are expected as the House Committee on Justice continues its review of the complaint in accordance with constitutional processes.
