
DMW Probes P1.4-B Land Deal Without OWWA Board Approval; Former OWWA Chief May Face Charges

The Department of Migrant Workers (DMW) has launched an investigation into a P1.4-billion land acquisition by the Overseas Workers Welfare Administration (OWWA), which was reportedly carried out without the approval of the agency’s board.
The probe involves former OWWA Administrator Arnell Ignacio, who allegedly approved the purchase of a property intended to serve as a “halfway house” or dormitory-style facility for overseas Filipino workers (OFWs).
OWWA Administrator Patricia Caunan confirmed the investigation and stated that the agency will conduct a full audit, consult the Department of Justice for legal opinion, and coordinate with the Commission on Audit for a thorough review.
DMW Secretary Hans Cacdac revealed that Ignacio was not resigned but was relieved of his post due to the controversial transaction. The land deal was reportedly planned in September 2023 and formalized with a deed of sale in September 2024.
According to Cacdac, there is no urgent need for OWWA to acquire land for halfway houses, as such facilities can be provided by the private sector.
President Ferdinand “Bongbong” Marcos Jr. has reportedly been informed of the issue. As of this report, Ignacio has not issued a statement regarding the matter.
