A festive celebration turned into tragedy Saturday night as a vehicle plowed through a crowd at the Lapu Lapu Day Festival in Vancouver, killing 11 people and injuring over 20 others.

Authorities have charged 30-year-old Kai-Ji Adam Lo with eight counts of second-degree murder in connection with the horrific crash. Additional charges are expected as the investigation continues

.

Witnesses say the black Audi SUV accelerated into the crowd near East 43rd Avenue and Fraser Street shortly after the festival’s main events had concluded. Bystanders quickly subdued Lo until Vancouver police arrived and took him into custody.

Investigators have ruled out terrorism, instead pointing to Lo’s documented history of mental health issues and previous encounters with law enforcement.

The Lapu Lapu Festival, a celebration of Filipino heritage and culture, was in its second year and drew hundreds of attendees.

The victims ranged in age from 5 to 65 years old.

Canadian Prime Minister Mark Carney, Vancouver Mayor Ken Sim, and Philippine President Ferdinand Marcos Jr. have offered condolences, pledging support for the victims and their families. A 24-hour assistance center has been established for those affected.

Community members have since gathered to leave flowers and candles at the site, honoring the memory of those lost in what is now considered one of Vancouver’s deadliest mass casualty events.

Authorities continue to investigate the incident and review safety measures surrounding the festival.
