New York — New York State Assemblymember Steven Raga is speaking out against the renewed push to revive the Constitution and Northeast Supply Enhancement (NESE) natural gas pipelines — projects that were previously shut down in 2016 and 2020 due to widespread opposition and environmental concerns.
“As New Yorkers face increasing climate threats, it is deeply concerning that these pipeline projects are being brought back after being rightfully halted,” Assemblymember Raga said in a statement. “They are not aligned with our state’s climate commitments and pose a serious threat to our communities.”
The proposed pipelines, which would cut through sensitive marine and coastal areas in New York and New Jersey, are expected to disturb toxic sediments that could harm water quality, marine ecosystems, and public health. Raga emphasized the projects' potential impact on beaches, bays, and local wildlife — all vital components of the region’s ecological and cultural landscape.
“These pipelines threaten the very places that define our communities,” Raga added. “While proponents argue the projects would reduce energy prices, history shows that pipeline infrastructure costs are often passed directly onto consumers.”

Raga, a staunch advocate for environmental justice and sustainable development, joined other elected officials and advocacy groups in calling for the rejection of the revived proposals and demanding greater transparency and public participation in the decision-making process.
“We firmly oppose these revisitations and call for more opportunities for community input,” Raga stated. “Our future must be grounded in clean, renewable energy—not in fossil fuel infrastructure that undermines our environmental progress.”
The Assemblymember reaffirmed his commitment to protecting vulnerable communities from the harmful impacts of outdated energy solutions, urging state and federal regulators to honor New York’s ambitious climate goals and prioritize the well-being of its residents.
