American faces deportation over alleged racist, derogatory conduct


ANGELES CITY, Philippines - An American national is now behind bars at the Bureau of Immigration detention facility after allegedly unleashing racist, insulting and abusive remarks against Filipinos during a confrontation at a mall in Angeles City.
The Bureau of Immigration identified him as Patrick Ndukwuegbulam Obison, 69, also known as Dr. Patrick Ndukwuegbulam Obison.
Immigration agents arrested Obison in Barangay Balibago, Angeles City, Pampanga, after the BI issued a mission order against him.
According to immigration authorities, the case erupted from a reported mall altercation where Obison allegedly harassed a Filipino citizen and publicly demeaned local residents.
The BI said he allegedly crossed the line when he referred to a Filipino woman as an “animal” and displayed conduct authorities described as abusive, racist and derogatory.
The alleged tirade triggered deportation proceedings, with the BI accusing Obison of conduct that could make him an undesirable alien under Philippine immigration rules.
Authorities said his alleged behavior was not only insulting but also potentially disruptive to public peace and order.
Obison is also facing immigration charges for allegedly causing a disturbance inside a commercial establishment, harassing local citizens and disrupting public peace.
But his immigration troubles did not stop there.
The BI also accused him of violating the Alien Registration Act of 1950 after allegedly failing to report a change in his registered address.
Following his arrest, Obison was transferred to the BI Warden’s Facility in Bicutan, Taguig City, where he will remain while deportation proceedings move forward.
BI Commissioner Joel Anthony M. Viado issued a strong warning to foreign nationals who abuse the country’s hospitality.
“The Philippines welcomes foreign nationals who respect our people and our laws. But our hospitality must never be mistaken for permission to insult, harass, or demean Filipinos.”
Viado said foreigners who violate immigration laws and disturb public order will face appropriate action.
The BI stressed that the deportation case is still ongoing and that Obison will be given the opportunity to answer the allegations against him under law and due process.
