Manila Philippine - Senator Panfilo Lacson has revealed a major scandal: 67 members of the Philippine House of Representatives are secretly acting as contractors, profiting heavily from government infrastructure projects in 2022.
In a candid radio interview, Lacson said he was told by a fellow lawmaker that dozens of Congress members own construction companies and are quietly directing public funds to projects they helped approve.
“Just three years ago, a friend told me 67 of them were contractors. That number could be even higher now,” Lacson warned.
Some even have relatives run these construction businesses to avoid direct scrutiny — but still collect the profits.
Lacson made these claims as he called for a thorough audit of the flood control budget in the 2025 national budget, exposing widespread corruption in these projects.
He explained how flood control efforts — especially dredging — have become lucrative opportunities for kickbacks, with corrupt officials taking up to half the project’s cost.
“Imagine 50 projects underway at the same time, each worth 50 million pesos, totaling 2.5 billion pesos. But here’s the scam — only one backhoe shows up to ‘work,’” Lacson said.
“That’s right — one backhoe moves from site to site, pretending to dig. The rest of the money? Straight into corrupt pockets,” he added.
With billions at risk, Lacson warns this fraud must be stopped before even more public funds are stolen.
