₱400M Ghost Project Scandal! Marcos Exposes ‘Flood Control’ Pork Barrel in Bulacan

BULACAN – President Ferdinand “Bongbong” Marcos Jr. has uncovered a ₱400-million flood control project in Baliwag, Bulacan that turned out to be nothing but a ghost project—dragging into controversy contractor-turned-congressman Tirso Edwin Loleng Gardiola!


Instead of solving floods, the project allegedly became a pork barrel scam under Gardiola’s CWS (Construction Workers Solidarity) party-list. Former mayor turned vice mayor Ferdinand “Ferdie” Estrella even thanked the project before as his “legacy”—but there was no sign of an actual flood control system anywhere!


In a video obtained by Bilyonaryo, one of Gardiola’s supporters openly campaigned in Barangay Makinabang, bragging about the ₱400 million supposedly poured into the flood control program by CWS. The shocking twist? According to Baliwag City Hall, the project never passed through their office—no documents, no permits, no coordination.

“This did not go through the City Government,” the official statement declared.


When Marcos personally inspected the reinforced concrete river wall project in Barangay Piel, he was stunned—there was nothing there! Just an empty lot, yet DPWH (Department of Public Works and Highways) records showed the project as already “completed.”


The President erupted in anger, blasting the scheme as shameful and brazen.

Meanwhile, Estrella’s camp insists they knew nothing about it, even though CWS and its allies publicly boasted of their supposed partnership for the flood control projects.


Now the burning questions remain:Where did the ₱400 million go? Who pocketed the money behind this ghost project? And most importantly—will anyone be held accountable for this scandal shaking Bulacan?
